Mix flour and baking soda together. In a separate bowl, cream the butter and sugar until light and fluffy, then beat in the eggs one at a time.
Add lemon zest, then gradually stir in the dry ingredients until just blended. Wrap the dough with plastic wrap and chill for 1 hour.
Roll the dough into small balls. Then coat with sugar and place on a prepared cookie sheet, flattening them slightly.
Bake for 8 to 10 minutes in a preheated oven, until lightly browned at the edges. Allow to cool completely.
Add frosting or sprinkles. Serve & Enjoy!
