Cream butter and sugar until creamy. Next, mix in egg and vanilla. In a separate bowl, mix all the dry ingredients.
Combine dry ingredients with the wet ingredients, be careful not to overmix. Mix in the milk and sour cream and then gently add the chocolate chips.
Chill for 20 to 25 minutes in the refrigerator, then scoop onto prepared baking sheets and bake until golden.
Cool the muffin tops on a cookie rack and then store in an airtight container – if they last that long!
